The Fifth meeting of the Council

　　The Fifth Meeting of the Council of APSCO was convened in Beijing, China from 7 to 8 September 2011. The following accredited ministers/ministerial representatives from nine Member States and Signatory State of APSCO attended the Meeting, namely Bangladesh, China, Indonesia, Iran, Mongolia, Pakistan, Peru, Thailand and Turkey.

　　Mr. Khondaker M. Asaduzzaman, Secretary of MOD, Bangladesh, was the Chairman of the APSCO Council, Mr. Chen Qiufa, Vice Minister of MIIT and the Administrator of CNSA, China was the Vice-Chairman of the APSCO Council.

　　The Council approved the report of the Secretary-General of APSCO on the activities of the year 2011, including the proposed plan of activities for the year 2012.

　　The Council unanimously confirmed the Audit Commission Report for the Financial Year 2010 and urged the Secretariat to properly address the Recommendations of the Commission as soon as possible.

　　The Council unanimously approved the 2010 Financial Report and the 2012 budget.

　　The Council unanimously approved the Recommendations of the First Financial Ad-Hoc Committee Meeting, including the Floor of 3% and the recalculation of financial contribution of each Member State.

　　The Council unanimously approved the Accession Procedures for New Members and Associate Members of the Asia-Pacific Space Cooperation Organization with relevant amendments in accordance with the suggestions made by the Member States.

　　The Council unanimously approved the Granting Procedures for Observer Status of the Asia-Pacific Space Cooperation Organization with relevant amendments in accordance with the suggestions made by the Member States.

　　The Council unanimously approved the Administrative Rules for Cooperative Activities of APSCO with relevant amendments in accordance with the suggestions made by the Member States.

　　The Council expressed its satisfaction over the progress of the approved APSCO projects. The deadline for confirming of participation of Member States on the Applied High-Resolution Satellite project will be 31 December 2011.
